Every generation of the Church has been given the same mission: go and make disciples of all nations.
But throughout history, one question has remained:
How do we faithfully understand the task in front of us?
How do we know where the gospel has taken root? Where are the greatest needs? What kind of workers are needed? And how can the global Church work together effectively?
In this episode of The Keystone Project Podcast, James and I had the privilege of sitting down with Bud Houston, Director of People Groups Data at Joshua Project, to discuss a new resource that could dramatically impact the way the Church approaches missions: the Phases of Engagement Toolkit.
For years, missions conversations have often centered around two categories: reached and unreached.
Those categories have helped the Church understand the remaining Great Commission task, but as Bud explained, they do not always tell the whole story.
A people group with established churches, thousands of believers, and years of gospel activity may still fall under the category of “unreached” alongside a people group with almost no access to the gospel.
The challenge is that these two situations require very different strategies.
One may need pioneer evangelists to establish the first gospel presence. Another may need leadership development, discipleship training, or support to help existing churches multiply.
The question is not simply:
“Is this group reached?”
The better question is:
“What is God already doing, and what is needed next?”
Moving Beyond a Binary View of Missions
The Phases of Engagement Toolkit introduces a continuum that helps churches, missionaries, and organizations better understand where a people group is spiritually.
The phases move from:
- Waiting
- Entry
- Evangelism
- Discipleship
- Local Church
- Reproduction
- Multiplication
- Sustained Gospel Presence
This approach recognizes that gospel movements develop over time.
A community where no believer exists requires different ministry than a community where disciples are already multiplying.
Understanding that difference allows the Church to better steward resources, avoid duplication, and send people where they are most needed.
Matching Calling With Opportunity
One of the most powerful parts of our conversation was hearing Bud explain how this toolkit can help match people’s gifts with the actual needs on the field.
Sometimes frustration happens because people step into a situation expecting one kind of ministry but discover something very different.
A person called to pioneer disciple-making among the unreached may find themselves in a place where disciples already exist but need leadership development.
An evangelist may be needed in one place, while a teacher or pastor may be needed somewhere else.
The goal is not simply asking:
“What can I do?”
The deeper question is:
“What will it take to see this people reached?”
That changes everything.
Because missions is not ultimately about our individual efforts. It is about the entire body of Christ joining God in His work.
The Entire Church Has a Role
One of my favorite moments from this conversation was Bud’s reminder that the Great Commission is not accomplished by a few extraordinary people.
It is accomplished by the whole body of Christ.
Some go.
Some send.
Some pray.
Some give.
Some collect information that helps others go wisely.
Every believer has a role.
Bud shared a powerful illustration about children going to work with their father. The child is not actually accomplishing the work; the father is. But the father invites the child into the work because of relationship.
That is what God does with us.
He is accomplishing His purposes around the world, and He invites us to participate.
A Tool for the Global Church
The Phases of Engagement Toolkit is not just about better data.
It is about better partnership.
It helps the global Church understand where God is moving and how we can respond faithfully.
As Joshua Project continues developing this resource, the hope is that churches, missionaries, and leaders around the world will have clearer insight into the remaining task of the Great Commission.
Our prayer is that this episode encourages you to think differently about missions.
Not simply:
“What can I do?”
But:
“Lord, what are You doing, and how can I join You?”
